'Fuel crisis' prompts Border Patrol cutbacks in Rio Grande Valley
In the midst of a fuel crisis, the U.S. Border Patrol is scaling back its vehicular presence.
An undated, unsigned internal memorandum outlines actions for the agency to take to conserve fuel, thus saving the agency money. Those actions include significantly reducing the number of vehicles deployed at any given time, using boats instead of motor vehicles whenever possible, and strategically using vehicles at highest known crossing area and time. The memo, obtained by KRGV-TV, was first reported on Thursday.

It surprises me that it leaked out, but it doesnt surprise me that thats their stance, said Chris Cabrera, the vice president of National Border Patrol Council Local 3307 in McAllen. He said the changes would have adverse effects on agents and the communities theyre charged with protecting a sentiment that seems to be validated by the leaked memo.

U.S. Customs and Border Protection the federal agency within the Department of Homeland Security that oversees the Border Patrol declined to discuss the memo, but issued a statement Friday regarding budget cuts more broadly, saying, in part, The effects of sequestration will continue to have serious impacts of U.S. Customs and Border Protection.
