In going to the wdbj news website in the link posted above, I found in other news that the Volvo truck plant at Dublin, Va about 50 miles south of Roanoke announced a $400 million expansion that will add over 700 jobs over the next six years.

FreightCar America to layoff workers at Roanoke manufacturing location

ROANOKE, Va. (WDBJ7) -- FreightCar America Corporation, a freight car manufacturer, will officially close its Roanoke manufacturing location in November.
According to an announcement from officials at FreightCar America, layoffs will begin the third week of September and will continue through November 11th when all employees at the Roanoke operation will be terminated.
The layoffs are set to come in stages, depending on the need for workers as the company scales back and eventually closes, according to a statement from FreightCar America Corporation.
"At this time, the plant closing should be considered permanent, and employees should not count on being recalled to employment with the Company," said David D. Benson, the Vice President of Human Resources at FreightCar America.
"Various factors including market conditions and pending orders may affect the sequence and timing of any layoffs and potential recalls from layoff during the period leading up to plant closure," Benson said in the statement. "You will be informed of any significant changes in these plans as additional information becomes available."

OP
Volvo builds trucks at its Pulaski factory. I don't think any of its cars come from there.

(34,661 posts)1. No one is buying Coal Hoppers.
And there are thousands of unused Hoppers parked on dead lines all over the USA. Believe this company warned last year this might happen. As far as Volvo, six year time frame, checked their sales,my guess is,this is just PR. Understand the Volvo reliability has turned ugly.

Four years ago, they were laying off that many workers:

the Auto line. The Volvo Truck is a totally different thing from autos. Understand their Trucks are the new Gold Standard in over the road trucks Understand there is a mega back log in filling orders. Something like three to five months.
