but in high population centers, they just don't cut it.

To get state delegates we had to go through a precinct caucus, a Congressional District Caucus, and a county caucus. Finally delegates were picked at the state Democratic convention.
Most people don't have that kind of free time.
Quite telling was the different results in 2016 between the Caucuses and the State Primary (which the Washington State Democrats till now refused to honor).
Bernie Sanders won the caucuses. Hillary Clinton won the primary.
