VICTORY! Washington State House passes housing cooperation bill as Seattle's new excess compensation tax raises $100 mil

Legislation that would make it easier to build social housing is one step closer to becoming law after a successful floor vote in the Washington State House.

House Bill 1687 authorizes the state and local governments to assist social housing public development authorities under Washington’s Housing Cooperation Law. It’s the first bill sponsored by Representative Julia Reed to pass the House this session.

What HB 1687 does
Washington’s Housing Cooperation Law already allows cities and counties to support public housing authorities through Housing Cooperation Agreements. That assistance can include the following, as summarized by nonpartisan staff:

granting, leasing, or selling property or easements;
providing services, funding, loans, or in-kind support;
providing infrastructure or recreational facilities in connection with a housing project;
granting exceptions from zoning, building regulations, or ordinances.
