The governor, who has survived a recall election, said he learned from that experience.
He said he believes explaining the law, which prohibited most public sector unions from collective bargaining for anything but base wages, ahead of time would have prevented much of the immediate push back. He also made clear he wouldn't have backed down.
"You need to listen and you need to communicate. In the end, the buck stops there, and you have got to call the shots," he said......
