BEAVER DAM — Gov. Scott Walker said Friday that hiring for state government jobs will be “very transparent” no matter what changes are made to the civil service system.

“The civil service protections that are at the heart of the principle are fully intact,” Walker said. “If anything, we’re enhancing the benefits of the old civil service system. We’re just getting rid of stuff that’s outdated.”

He made the remarks in his first meeting with reporters since folding his bid for the 2016 Republican presidential nomination.

On Thursday, Sen. Roger Roth, R-Appleton, and Rep. Jim Steineke, R-Kaukauna, announced they plan to introduce a bill that would replace civil service exams with resume-based hiring, eliminate seniority protections, standardize performance reviews, centralize hiring and firing decisions from state agencies in the Department of Administration and clearly define offenses that can be grounds for termination.

Democrats and union officials decried the proposed changes as exposing the hiring process to the types of cronyism and political patronage practices that the civil service system was created to prevent more than a century ago during the Progressive Era.

Walker said critics should withhold judgment until they see the details of the bill. Roth’s office said Friday that a draft won’t be available until Monday.

On Thursday, Walker, Roth and Steineke used several examples to illustrate problems with how the civil service system handles state workers’ employment and to support an argument to overhaul the system established in 1905..................

Unfortunately, Walker and his financiers believe that we should be moving toward a more libertarian capitalistic society. Which means that his 'outdated stuff' is all the progressive legislation enacted during a time when workers actually stood up for their rights. At this point I believe these vultures think this is the direction the country should be heading for the betterment of everyone. Before I thought it was just pandering to the 1%, but they are starting to believe their own lies. Shameful shit...

Two civil servants caught having sex during some unspecified point between 9am and 5pm during a work week in a state owned building, and punished but not fired?
Really?
They were punished. Let it go.
Were they the only two people in your entire tenure in Wisconsin government to have sex while not at home or a room rented for that purpose?
I'd say the fact they could rip one off during a break period or lunch speaks volumes about their time management skills, not their lack of skill at their jobs.

Or a "short order cook" who scored the highest on the exams for financial analyst in the Department of Financial Institutions and had to be interviewed. Because it came up in the interview he lacked the required experience, he wasted the interviewers time?
Isn't that the interviewer's job? To ask questions relevant to the job?
Without any further knowledge of the person in question I'd like to say. It would be a horrible shame if my child holding a fresh Master's degree in Finance lost an opportunity for an interview because she hadn't quit the job she put food on the table with during college. One of a hundred or so reasons, somebody might be a "short order cook" and still score highly on a competitive state exam.
To negatively sum up the entire value of a person based on a stereotypical view of a "short order cook" without any other specifics as to why that person might currently be a cook is, quite frankly, completely normal for current Wisconsin politics.
Walker is the conductor of the dog whistle orchestra that is the Wisconsin legislative branch.



The exclusive reason to go to a Resume based process is to weed out the undesirables before they get into the system and have to be accounted for.
Anybody want to make a bet on how many Jamaal's, Rosario's, or Mohamed's will make through the first 15 minutes of the letter being opened in the state with the highest percentage of African American male currently incarcerated.
Anybody want to bet on the weight of a 24 year old with a fresh MBA, over tens year's experience handling the books for Planned Parenthood at the state level?
Anybody want to bet on how many make it to an interview without the word "conservative" in their resume?

His fetish with micromanagement implies he was completely aware and most likely ordered all illegal coordination with all 501(c)'s.
The only saving grace is his profound stupidity/ignorance/disconnection from reality.
His attempts at concealment are blatant and clumsy.

but,from what I have been reading is there are more hurts coming and it is not going to be pretty. As you might be aware,your Governmental Ops cycle is two years and special sessions. Well,appears the Rethugs are going total TeaBagger for the State. That is my reference to Kansas. You cannot imagine the Laws and Law Repeals that you will see next year. Grew up in the North Western Part of Wisconsin,and the last time we visited our home town area,what a mess. TeaBilly World. And that was less than two years ago.
