3. Some background for those outside the Milwaukee area

David Clarke runs as a Democrat in a Democratic-leaning county but acts in no way like a Democrat. The local Democratic Party always endorses and supports whoever is his opponent, but candidates are entitled to declare which party they will run for. His success comes in the primary election when there is a low turnout. Suburban Republicans follow the directions of talk radio and vote on the Democratic ticket if they have no important races on their side (Wisconsin has no declaration of party affiliation). Between the Republicans and a portion of the black community who either feel affinity with him or think he is "tough on crime," he wins every time. The November election is meaningless with Clarke filling the Democratic spot and an obscure Republican on the other side. The only Republicans I have ever voted for were those opponents, just to show contempt for Clarke.

Things being as they are in the Republican party, Clarke will probably be a frontrunner for the GOP nomination in 2020 or 2024.
