The Turtle could have given Garland a hostile hearing and up or down vote like Kavanaugh.

Was the Turtle afraid that Garland was going to get confirmed to the US Senate by couple of Republican US Senators?
The Conservatives could have regain control of the US Supreme Court when Ginsburg or Breyer were to step down while Trump is in office.
The Turtle and the Republican US Senators were greedy.

Remember, he was a very non-controversial pick. How many seats did Republicans have in March 2016, like 55? Garland only needed to persuade 5 of those.

A better question is what would Turtle have done if Hillary had been elected? Hold it open for four years? Allow it to move forward? Also, Garland's nomination expired in January 2017. Are we certain that she would have nominated Garland again?
