What is your opinion of Mike Ward, former Democratic US Representative of KY-3CD.

Ward was elected to the US House of Representative in 1994 succeeding longtime Democratic US Representative Romano Mazzolli. Mazzolli died yesterday and it is his 90th birthday today.
Ward narrowly lost re-election to the KY-3 US House seat in 1996. KY-3 is a Democratic leaning CD in KY. WJC carried this district in 1992 and 1996, The other Democratic Presidential Nominees Gore,Kerry,Obama,HRC and Biden carried KY-3.
Why did Ward lose?

He was a first term member without great name rec, Clinton was not popular in KY and the Clinton campaign had pretty much written the state off, she was rich and spent her own money and won by less than a thousand votes.
