1. Here are two ways that work for me

Try holding down the Ctrl key while you click, or, if your mouse has configurable buttons, assign one of them to be "middle button."
These methods have worked for me for several releases of several browsers.

Keep It Simple Stupid (the stupid being ME)

Go to Internet Options>> General Tab>> Under "Tabs" click Settings>>
Settings should looks like this:
