need to replace a Samsung HM250HI drive on a Compaq laptop.

The part number has a suffix \M. I see various suffix like \J or \Y.

Do they interchange?

Can I just plug the used drive in (formatted as per DOJ specs) or do I need an operating system software?

The laptop is old and all the data is stored elsewhere so I don't want to spend more than $50 or so.

You can clone the drive, otherwise you have to reinstall the OS. Personally, I'd reinstall the OS from scratch so there is a nice clean uncluttered system.
