Not Sandboxed

I have Googled this and run anti spyware and malware, but the CMD.exe box pops up, displays Not Sandboxed and then goes away.

While my laptop is waiting for this it is locked up. I believe this is causing slow performance also.

I really want this gone. Win 10.
