Windows 7 photo gallery: combining images vs Vista photo gallery

My son just upgraded my computer to Windows 7 from Vista.
With the Windows Vista photo gallery, I used to be able to select images and combine them
onto one page/photo, and arrange them where I wanted them on the page.

Is it possible to do that with the upgrade on Windows 7 photo gallery, or this an upgrade
that turned into a downgrade because they want you to pay for something else too?

I googled and saw that the program will AUTOMATICALLY combine photos for you,
but don't see that you can move them around or do the other things I did with Paint.

If I can't, I would like some feedback on other programs so I can now fork out more
cash to buy what I used to have............

"Windows Photo Gallery isn’t included in this version of Windows. To view and organize your digital pictures, you will need another photo program from Microsoft or another company."

I wish I had a program to recommend. Back in Win XP (or maybe 98) I had a program from ArcSoft that was great. Easy to import pictures, resize them and quic to set up a page of pictures to save or print.

I bought Professor Franklin's PhotoPrint Gold when I lost the license key for the ArcSoft program, but it's no where near as good. I don't really recommend it.

It looks as though PhotoAlbum might be the successor to the ArcSoft program I used to have. http://www.arcsoft.com/album/ I'm going to download their free trial version and try it out!
