I just scoured the internets looking for a cheap way to highlight a graphic PDF.

No luck. I only have Adobe Reader. It doesn't seem to have the features that the tutorials talk about.

Anyone have a surefire way to highlight graphic PDF files? I'll even consider buying something if it's cheap.

The free version gives you some additional tools to mark up pdf files. For example you can highlight text, add callouts, etc., and then save the result as a new pdf.

Here's an example of some of the things you can do:

I couldn't get it to highlight, but the rectangle option was acceptable.
