Making MD a 8-0 Democratic Congressional Delegation.

Trade MD-1(Carroll County) for MD-7(Baltimore County)

Harris(R-MD-1) will include Eastern Shore, and most of Baltimore County and Harford County.
Mfume(D-MD-7) will include most of Baltimore City and Howard County, part of Baltimore County and half of Carroll County.

The brutish animals that are the GOP only know force. Democrats need to use every last lever of power they have to keep the animal in it's cage.

Mfume-D and Brown-D does not need to represent a district that is closed to +30D.
