Which US Senator is or was the worst? Ben Nelson(NE) or Joe Manchin(WV)?

Ben Nelson(D-NE) was a conservative Democratic US Senator during both of GWB’s terms and Obama’s first term. Was Nelson an obstructionist during Obama’s presidential term like Manchin is during Biden’s presidential term?
