Rules for campaign spending.

Does anyone know what sort of rules apply to campaign spending? (Also... what is the name of the agency that oversees this? I think I know, but can't recall it.)

It looks like the Vatican trip was paid for by the campaign, but I can't figure out how it could be called campaign related.

T'was close to an emergency and it necessitated the Sanders (all 10 of them!) get themselves to Rome ASAP! Such outmost importance, could not be tele-conferenced!!!

of the FEC guide has information I think is relevant, but not being an attorney, it's a guess on my part, and no more.
