The Ready For Hillary PAC has done a lot of work and raised a bundle, as have other independent efforts. I'm pretty sure if HRC had no intention of running, she'd tell her friends, who are in charge of these efforts, to stop and give their support to someone else.
I also think, if she does decide to run, that Joe Biden will step aside. There is an historic imperative at play, here--and let's face facts, the first female US President has to be BETTER than any male. She will be judged more harshly, she will have to work twice as hard to get half the credit, and she will be scruitinized MERCILESSLY. And constantly.
It's going to take someone with the hide of rhinoceros and the savvy to deflect a constant stream of carping bullshit to be "The First." She is an ideal candidate in that she doesn't have to learn the job, and her husband won't have to learn his, either (he may chomp at the bit, somewhat, but I'm betting he can be put to some VERY good use, as well--talk about a two-fer!).
