Mugabe's party won 158 out of 210 parlament seats which corresponds to more than the 2/3 needed to make amendments to the new constitution and existing laws. The Zimbabwe opposition has questioned the results, have made accusations of fraud agains Mugabe's party, and asked for new elections.

This is an example of a dinosaur species perpetuating itself in government. The elections were tainted but I suspect the EU will recognize the results. Eventually what counts is what happens when Mugabe dies and South Africa's decision on whether to support such an incredibly corrupt regime.
