Salvadoran ex-president turns himself in

SAN SALVADOR, El Salvador (AP) -- A former Salvadoran president turned himself in to authorities on Friday to face charges of embezzlement and illicit enrichment related to a donation by the government of Taiwan.

Francisco Flores is accused of embezzling $5.3 million. He is also charged with mismanaging $10 million that was donated by Taiwan's government during his presidency from 1999-2004.

A further charge of disobedience accuses Flores of failing to show up for a meeting with a congressional commission investigating what happened to the money Taiwan donated.

Flores had left the country, leading Salvadoran officials to seek help from Interpol to locate him. Flores turned himself in to a judicial center in the capital Friday morning.

Who is this handsome man pictured above, waving his clenched fist at someone off-camera and with his big mouth wide open? It’s Roberto “Blowtorch Bob” D’Aubuisson, given such a charming name for his penchant for using blue-hot butane torches on his victim’s limbs and genitalia during the torture sessions of suspected leftists, liberals, communists and labor leaders. He became infamous in his home country of El Salvador during the civil war against the leftist FMLN movement for leading CIA-trained death squads that carried out scores of massacres. He was trained at the infamous “School of the Americas” in 1972.

The Hitler-loving D’Aubuisson was quoted as saying, “You Germans were very intelligent. You realized that the Jews were responsible for the spread of Communism and you began to kill them.” A former National Guard and founder of the ultra-conservative Nationalist Republican Alliance or ARENA party, it wasn’t popular support but rather support from abroad that was the true source of his power. Robert E. White, Jimmy Carter’s ambassador to El Salvador, called him a “pathological killer” on American national television.

There is no area of the Cold War quite as consistent as the United States’ support for jackbooted anti-communist dictators and neo-fascist mass murderers such as ole’ Bob. His victims were by no means limited to left-wing categories—other undesirables in Bob’s way to neo-liberal privatized power were civilians, villagers, priests, nuns, women, children, infants and pretty much anyone unlucky enough to get between his death squads and supporters of the left-wing in El Salvador.

Despite this, D’Aubuisson and many others like him received exorbitant amounts of financial support and training from the United States. As the New York Times stated,


“In El Salvador, American aid was used for police training in the 1950’s and 1960’s and many officers in the three branches of the police later became leaders of the right wing death squads that killed tens of thousands of people in the late 1970’s and early 1980’s” (1).

U.S. Americans need to know what kind of history has been written using their hard-earned tax dollars, handed out to the worst people on earth to do crimes hatched in the lowest pit of hell.

As an example of what kind of hellish adventure these people were pursuing, finding ways to terrorize the indigenous people, expecting the terror to paralyze them with fear, keep them from assisting the rebels, etc., this story should be posted again. I have never forgotten it since I first ran across it over ten years ago. It would show you the death squad guys are not something ordinary citizens, safely insulated in their comfy homes in the US would ever dream would have power, with government approval, over them, even in their worst nightmares:


The results of Salvadoran military training are graphically described in the Jesuit journal America by Daniel Santiago, a Catholic priest working in El Salvador. He tells of a peasant woman who returned home one day to find her three children, her mother and her sister sitting around a table, each with its own decapitated head placed carefully on the table in front of the body, the hands arranged on top "as if each body was stroking its own head."

The assassins, from the Salvadoran National Guard, had found it hard to keep the head of an 18-month-old baby in place, so they nailed the hands onto it. A large plastic bowl filled with blood was tastefully displayed in the center of the table.

A court in El Salvador has ordered the house arrest of a former president after he turned himself in ahead of his trial on corruption charges.

Francisco Flores, who was president of the Central American country from 1999 to 2004, will be allowed to remain
under house arrest for the duration of the trial, judiciary spokesman Ulises Marinero said on Friday.

Flores, who had been on the run since January and was believed to have been in Panama, had turned up unexpectedly with his lawyer at a San Salvador court earlier on Friday.

He is accused of misappropriating $15m donated by Taiwan for earthquake relief efforts in 2001.

"I presented myself voluntarily and in respect of the law. I don't think I'll be able to make any other comments right now," Flores said, flanked by police as he left the courtroom.

After the hearing, police transported Flores unhandcuffed to his residence in the upscale Colonia San Benito district, west of the capital, where he will remain under 24-hour surveillance.

Amidst reports that Mitt Romney launched Bain Capital with funds from investors tied to 1980s Salvadoran death squads, his new running mate Rep. Paul Ryan (R-WI) is getting foreign policy briefings from a man who actively covered-up some of the worst atrocities committed by those same death squads. The GOP's vice-presidential candidate also earned his political stripes working under neoconservative Republicans who funneled billions in U.S. aid to those military hitmen. Though the war in El Salvador was just one chapter in history, Romney and Ryan's relationship with that war may provide a snapshot into their worldview.

Between 1979 and 1992, an estimated 75,000 people were killed in the conflict in El Salvador and countless others were "disappeared" or displaced, an astonishing number for a country the size of Massachusetts. A United Nations Truth Commission estimated that the right-wing, military-led government was responsible for 85 percent of the violence while the left-wing insurgency fighting against vast economic and political inequality, including farmers, teachers, priests and union activists, was responsible for only 5 percent. Much of the violence was attributable to clandestine military or paramilitary death squads, which committed countless assassinations and acts of brutal violence against suspected political dissidents.

Recent reports suggest that some of the same members of the Salvadoran oligarchy that backed the death squads gave Romney the startup funds for Bain Capital.
