Gov. Rick Scott’s Spanish isn’t as good as former Jeb Bush’s, but it didn’t matter Sunday when they came together to Hialeah, the Cuban-American GOP bastion in heavily Democratic South Florida. Both men received heroes’ welcomes from a crowd of 300-400 at Milander Park.

Jorge Gonzalez, 66, a retired home health care worker who lives in Hialeah was eating free Cuban pastry listening to Scott.

“I like him,” he said when asked his opinion of the governor. “It’s true his Spanish isn’t very good, but we here in Hialeah understand him — and we like him.”

Hialeah is a city of some 225,000 people, 75 percent of whom are Cuban Americans. As of 2012, registered Republicans outnumbered Democrats by almost 20,000. That year Scott just barely won the state’s Hispanic vote over Democrat Alex Sink, largely because of his overwhelming victory among Cuban-Americans in Miami Dade, who historically turn out in large numbers. On the second to last day of the current campaign, Scott came to Hialeah to shore up an important cohort that forms part of his base. Many in the crowd waved posters in Spanish that said “Sigamos trabajando” – Let’s Keep Working.

In October 1987 Jeb Bush with the help of brother George summoned Richard Rainwater and the Bush family lawyer Rick Scott (Texas Bar # 17909700 admitted 11/06/1978) to Dade County Miami ,Florida to salvage Jeb's ongoing Medicare Fraud at International Medical Center. Jeb had used his DC Connections to create a cash cow of Medicare funds to IMC - his partner Miguel Recarey, Jr. had fled the US for Valenzuela i the summer of 1987 - the Bush boys used their influence to get the government to transfer the IMC assets to Humana, Inc. Along with $30 million per month in Medicare checks Humana repackaged IMC assets and cash flow into Galen Hospitals. Jeb Bush and his new partners the Richard's Scott and Rainwater would pick up Galen and merge it into Columbia [A name they chose because it was the name of the favorite restaurant of mob boss Santo Trafficante, Jr. who financed the start up of HMO, Inc which Miguel Recarey, Jr.merged into IMC. The Columbia is located in Ybor City in Tampa, Fl. Later the Bush brothers would acquire HCA the Nashville hospitals of TN Senator Bill Frist and his brother Tommie - Columbia then become Columbia/ HCA.

From 1987 to 1997 this little criminal empire protected by their government controlled some of that time by by Bill Clinton (GHW Bush calls him his adopted son) By 1997 Rick Scott had taken the fifth seventy-five times to keep from admitting this massive RICO scheme. The partners Richard Rainwater and the Bush brothers decided Rick Scott would have to go to get the disgruntled federal employee's off the butts.

Rick Scott left Columbia/ HCA in 1997 with $300 million of stolen Medicare Dollars and along with Rainwater and the Bush family still owned the stock of Columbia/ HCA. In 1997 The Columbia/ HCA stockholders (That would be Rick Scott, Richard Rainwater, the Bush family through their Fidelity blind trust assets management) merged Columbia/ HCA into Tenet Healthcare Corporation. In 2007 John (JEB) E. Bush become the sole Director of Tenet whose official business address is listed as: 1445 Ross Av. Dallas, TX.

To this day nothing has changed, but the corporate names. The Medicare Fraud is continuing and in fact has long been massive within Tenet.

IMC was run by Cuban-American Miguel Recarey, a character with a host of idiosyncrasies. He carried a 9-mm Heckler & Koch semiautomatic pistol under his suit coat and kept a small arsenal of AR-15 and Uzi assault rifles at his Miami estate, where his bedroom was protected by bullet-proof windows and a steel door. It apparently wasn't his enemies Recarey feared so much as his friends. He had a long-standing relationship with Miami Mafia godfather Santo Trafficante, Jr., and had participated in the illfated, CIA-inspired mob assassination plot against Fidel Castro in the early 1960s. (Associates of Recarey add that Trafficante was the money behind Recarey's business ventures.)

Recarey's brother, Jorge, also had ties to the CIA. So it was no surprise that IMC crawled with former spooks. Employee résumés were studded with references to the CIA, the Defense Intelligence Agency, and the Cuban Intelligence agency; there was even a fellow who claimed to have been a KGB agent, An agent with the U.S. Office of Labor Racketeering in Miami would later describe IMC as a company in which "a criminal enterprise interfaced with intelligence operations."

Recarey also surrounded himself with those who could influence the political system. He hired Jeb Bush as IMC's "real-estate consultant." Though Jeb would never close a single real-estate deal, his contract called for him to earn up to $250,000 (he actually received $75,000). Jeb's real value to Recarey was not in real estate but in his help in facilitating the largest HMO Medicare fraud in U.S. history.

Jeb phoned top Health and Human Services officials in Washington in 1985 to lobby for a special exemption from HHS rules for IMC. This highly unusual waiver was critical to Recarey's scam. Without it, the company would have been limited to a Medicare patient load of 50 percent. The balance of IMC's patients would have had to be private -- that is, paying -- customers. Recarey preferred the steady flow of federal Medicare money to the thought of actually running a real HMO. Former HHS chief of staff McClain Haddow (who later became a paid consultant to IMC) testified in 1987 Jeb that directly phoned then-HHS secretary Margaret Heckler and that it was that call that swung the decision to approve IMCs waiver.
