Currently, the Mision Barrio Adentros (small clinics in under-served areas) are lying in decay, after Cuba's "doctors" abandoned them when Chavez/Maduro quit paying. That is where these "community doctors" will be deployed.
In public hospitals in Venezuela, 33% of admits die. There is no running water. Electricity is hit and miss. No antibiotics. No insulin. No anesthetics. No immunizations. No sterile gauze or needles. IV fluids and drugs must be found by family members and brought to the hospital, as are meals for the patients. The doctors and nurses have gone on strike, as Maduro is only willing to pay them the equivalent of $1 per month. There is no ambulance service. Women give birth on filthy floors.
Venezuela's traditional doctors (Maduro thinks education is for the bourgeoisie and oppressors) are trained much the same way other doctors are trained throughout the world. 8 years of undergrad/medical school curriculum, followed by residencies that include service in rural areas.
