Washington, DC - The Inter-American Commission on Human Rights (IACHR) urges the national institutions of the State of Venezuela to protect the rights to life and personal integrity of Juan Guaidó in accordance with the precautionary measure granted by the IACHR on January 25, 2019
The Commission has learned that recent death threats were filed against Juan Guaidó, who is a beneficiary of precautionary measures granted by the IACHR. These threats would have been made through calls to relatives, and would have been preceded by other risk events that have been known by the Commission. These events include visits of alleged officers of a special unit of the Bolivarian Police to his home, as well as the temporary detention of which Mr. Guaidó was subjected on January 13, 2019, which was described by the authorities as "irregular ".
As the Commission pointed out in its Resolution 1/2019, Juan Guaidó is currently the most visible figure of opposition in a context of great political fragility and deep social upheaval, which has led to the mobilization of thousands of people in the streets of Venezuela, where there have been acts of violence. In this scenario, the Commission considered that the elements contributed by the applicants in the current political scenario demonstrate an exceptional high tension context in which there would be sectors politically divided around the actions that have been carried out in relation to the situation of Juan Guaidó. Given the profile of Juan Guaidó at the present time, and the recognition of several countries as President in charge of Venezuela.
In view of the above, the Commission reiterates its Resolution 1/2019 and, in particular, urges the national institutions of the State of Venezuela to adopt the necessary measures to protect the rights to life and personal integrity, and guarantee the safety of Juan Gerardo Guaidó and its nuclear family, in accordance with the standards established by international human rights law, including the protection of their rights in relation to acts of risk attributable to third parties.
