SAN JOSE, Costa Rica Medicinal marijuana was legalized Wednesday in Costa Rica with the presidents signing of a law passed a day earlier by congress.
The law also legalizes the cultivation and industrial production of hemp. Recreational marijuana use continues to be prohibited.
A previous attempt at the legislation was vetoed by President Carlos Alvarado earlier this year. Lawmakers made changes requested by the president.
Alvarado highlighted that the new law will advance the rights to health for those who need cannabis to alleviate the effects of their illnesses and spur economic development in rural areas where hemp will be grown.

For the past five years I would talk to local farmers about learning
how to grow using regenerative practices. How to gather small local
farmers to look into forming small farm co-operatives using the model
my state cannabis commission approved, and that I have a provisional
license. The CR government must include opportunities for the small farmer
in crafting their regulations.
Here in the US, most big cannabis companies are controlled by Russian oligarchs.
