NORFOLK

Colonna's Shipyard is suing the Navy, claiming it is owed more than $3.8 million on a contract to repair the patrol craft Squall.

In 2011, Colonna's received a $7.7 million contract to overhaul the Squall's hull and connected plates and stiffeners. Upon inspection of the ship, Colonna's says, it realized the work needed to be done was far more extensive.

But Colonna's continued to request changes and modifications and by the time the work was done had racked up more than $3.8 million in additional expenses, the court papers say. The shipyard submitted its request for payment.

A Navy contracting officer rejected all but around $100,000 of the claim, citing in part the shipyard's "self-inflicted wounds," such as inefficiency and paying overtime, according to the officer's February report.
