New Coal-Fired Power Plants

Given that the EPA regs seem to have an exemption for permitted & under construction plants, this might be useful:

Cliffs notes version:

As at 13 Jan-
6.5GW under construction
0.3GW near construction (site prep etc)
8.9GW permitted
11.8GW planned, not permitted - Some may have squeezed in.
