Should the Defense Production Act be used to help replace Russian coal?

The world has been moving away from coal and the US coal industry will not invest in new production. The companies can see falling demand.

Europe cannot replace their Russian coal supplies. The Government could make a difference. I am not a fan of coal but US coal is better than supporting Russian Coal industry.

A pragmatic approach to this might also be politically useful.
