The bus to which the website refers, which is discussed on this PPT slide is the Metrobus 5A, which runs between Dulles Airport and downtown DC. If an incoming traveler to Dulles doesn't know ahead of time that it exists, there is not way for him to find out once he lands at the airport. Its existence is deliberately not mentioned by the airport authority.
