Diplomats Gather in Vienna for Syria Talks

VIENNA—International talks on the Syrian conflict resumed in Vienna on Saturday, with U.S. Secretary of State John Kerry saying Friday night’s terror attacks in Paris underlined the need to end the 4½ year old conflict.

Western diplomats have played down the chances of a significant breakthrough in the weekend’s negotiations, but following a meeting with his Russian counterpart, Mr. Kerry said the Paris attacks should provide fresh momentum behind a political solution to the Syrian conflict.

Mr. Kerry said it wasn't yet clear who was behind the attacks in Paris, which left at least 127 people dead. But, he added, “if they’ve done anything, they have encouraged us today to do even harder work to make progress and to help resolve the crises we face.”

French President François Hollande on Saturday blamed Islamic State for the attack and vowed to retaliate.
