FROMAN: U.S. DEVELOPING TPP IMPLEMENTATION PLAN: The United States is developing a full implementation plan to make sure developing countries like Vietnam can carry out all of their obligations in the Trans-Pacific Partnership pact, U.S. Trade Representative Michael Froman said Wednesday at the TPP signing ceremony in New Zealand.
Were consulting with our fellow trading partners about areas where, for example, trade capacity building would be useful, Froman said. We think todays signing is an important milestone, [and] ratification, of course, is absolutely critical. But focusing on implementation and enforcement of the agreement is also very important going forward, and were putting in significant resources and energy into that as we speak.
Senate Finance Committee Chairman Orrin Hatch, in particular, has stressed the need for robust implementation plans to make sure countries are carrying out their commitments. However, he has raised doubts about quick action on the pact.
Despite the obstacles to approval of the agreement in Congress, Froman expressed confidence lawmakers would back the measure once they understand all of its benefits. Other trade ministers also said they would begin their domestic approval processes soon, with ratification in some countries possible this year.
