So, yes, certainly to be understood as a "shame of (modern) civilization," consistent with the cruelty of a hate crime and barbarically revealing injuries inflicted.

I do recall some similar humiliations at Gitmo, yes? To be noted these immigrants were apparently from Afghanistan and Syria...islamic? hmmm...some hateful things never change
