Question on final season of "Man in the High Castle" (possible spoiler alert?)

In the last scene, the portal opens up and people are seen coming back from wherever they were.

I don't recall anything about people leaving, just a few of the Nazi's that were using it to create havoc in alternative realities. Can anyone provide insight on what this scene was about and where these people came from?

1. It seems to me they just leave that up to your imagination.

I don't know of any specific connection. It must be hard to come up with an encompassing final ending. Sometimes series' just seem to wing it. They didn't do too badly, not like Sherlock that had a pitiful ending.
