The accused gunman at Lone Star College evidently was offended that someone bumped into him. So he shot that person and possibly two others. He was arrested in Plano, Texas. According to investigators, Trey Foster claimed he had a concealed carry permit...

"Trey Foster told authorities he always carries the gun and had a concealed carry license for it, Harris County Sheriff Adrian Garcia said at a news conference.

"'This has been investigated and there is no evidence to support this claim," the sheriff said.

"Foster said he bought the weapon legally at a sporting goods store, a claim that remained under review."

Investigators said Foster has gang affiliations, though this was supposedly not in play in this particular instance. Sounds like Foster is in full-punk-mode, so I figure his purchase story rings about at true as his CCW story.
