You make a good point about the futility of banning high-capacity magazines. (These mass-shooters will simply just start bringing multiple handguns with standard-capacity mags and cause just as much carnage.)

As for New York City's success in lowering their homicide rate, I think it just goes to show that there are other factors driving down the violent crime rate, gun control really doesn't have much to do with it considering how easy it is to bring guns into big cities from right outside the city limits where gun laws are much more relaxed.

The hardest part gun controllers face is convincing the rural areas to sign on to any meaningful reform. After all, besides these rare mass-shootings, almost all the gun violence takes place in the cities. Which is why its understandable that most urbanites are so much in favor of gun control since all they hear about is bad news about guns all the time; but outside of these areas, gun crime is so low that there is very little support for more restrictions.

Perhaps we should focus more on other factors that help reduce the violent crime rate that everyone (rural and urban-dweller alike) can agree on, since there is such a disparity over everyone's opinions on guns.

Most of it is how each county applies the same law. A couple of counties have training requirements, the state law doesn't. There may have been minor tweaks but I doubt any of them had any effect on crime rates any more than Chicago's and DC's bans have.
