When Petty Officer 2nd Class Richard Hendricksen moved to Guam for the Navy in 2008, he dropped his car off in New Jersey and received it in Guam ahead of schedule.

So the electronics technician didn't give it a second thought when he dropped off his Mazda on June 12 in Guam and made his way with his pregnant wife and their 1-year-old to the Eastern Shore for his next assignment at Wallops Island.

Three months later, and 30 days past his car's Aug. 10 delivery date, Hendricksen is still waiting and can't get a straight answer from the company contracted to deliver his car.

By early August, the Military Surface Deployment and Distribution Command, which is part of TRANSCOM and handles the contract, announced that it was sending in a team of experts.

It also said service members could file a claim with IAL to be reimbursed for rental car fees and that IAL had made an agreement with Hertz and Budget. The catch: service members needed IAL vouchers, but many said they couldn't get the company to respond to them.

On Aug. 19, Command Sgt. Maj. James Sims of the Army Materiel Command said in an email that IAL had delivered 7,987 of the 27,358 vehicles it had shipped. The email was cited in a class-action lawsuit filed against IAL by six service members Aug. 22.
