(67,441 posts)Many non-Muslims are citizens. However if you are non-muslim and want to become a citizen; it's almost impossible. Meanwhile transplants from Pakistan and Bangladesh who cannot even speak the local language can miraculously find permanent residence papers if they choose to live in areas of the country where there are less Muslims, thus changing the demographic of the area. They can also be issued with identity cards that basically makes them citizens; and they can vote with these cards.
