http://www.ynetnews.com/articles/0,7340,L-4388506,00.htmlEducation minister instructs state-religious schools in which half of parents wants daughters to study ancient rabbinic writings to allow them to do so
Talmud has long been considered a subject studied exclusively by boys but not anymore. A new Education Ministry revolution sees all state-religious schools offering lessons on the collection of ancient rabbinic writings for girls too as per their parents' request.
According to an instruction issued by Education Minister Shai Piron, from now on, if half of parents in state-religious educational institutions request that their daughters study Talmud, they should be allowed to do so.

Is it associated with women unable to become rabbis and hence no apparent need ?

I don't think that there is an outright prohibition, but rather an attitude--the product of numerous opinions from various texts, including the Talmud--that women's religious learning would divert them from household responsibilities. Men were not likely to allow women to study at the shul, making it more of a men's club.
