Meade County shooting range proposed by Kristi Noem is put off by a legislative committee for lack of information


KELO-TV just reported that a loudly-contested proposal for a mega-shooting range in Meade County, just a few miles north of Rapid City, was set aside, if not altogether slapped down by the South Dakota legislature’s House Agriculture and Resource Committee. HB 1049 was deferred to the 41st legislative day. As South Dakota’s legislative session is only 40 days long, this particular referral means the bill isn’t dead altogether, just very unlikely to be considered this year. It can be rescued from its moribund status through some legislative maneuvering, an occurrence that rarely takes place.

The KELO report gives the impression that too many unresolved issues were in the bill’s particulars. One legislator said that local landowner objections (we mentioned water contamination and highway access issues in our critique of the plan here at The Standard a week ago) hadn’t been properly addressed. Another thought it was unfair to his constituents on the eastern side of the state to make them pay for a range that was essentially a local west river economic endeavor.

One rep noted that ongoing funding sources after construction of the range (providing activities like the one above in Idaho) weren’t fully addressed either, which seems like the supporters of the bill completely dropped the ball on how to sell this plan to the legislators. I reviewed the project’s summary and couldn’t find anything in the way of projected expenses and revenues, which doesn’t make it much in the way of a business plan.

The sense of how it went was probably summed up by a committee member who said, “I just wish you had more questions answered before you brought this to us.”
