(12,977 posts)It used to mean taking small steps in the direction of a grand vision. It was forward-looking.
But nothing I've heard from Hillary seems to amount to more than small tweaks to improve existing programs or extend their benefits a bit more widely. This is not change of any kind. It's merely solidifying the status quo.

(32,623 posts)Social Security started out benefiting only a portion of society. We expanded it incrementally to cover more and more until it looks like the inclusive program it is today. We would not have it if FDR said Whole Hog! All or Nothin'! at the outset. Never. Would. Have. Happened.
It is how our nation was designed to work -progressively, which is just another way to say incrementally.

(12,977 posts)I don't know of any present-day programs that are like Social Security in being able to be incrementally expanded.
Obamacare in its present state is as good as it's going to get -- more people might sign up, but the limited benefits under the cheapest plans don't offer much of an inducement. In addition, the insurance companies are starting to whine about their loss of profits under the ACA. And I don't see any way to get from the current setup to true universal coverage by way of small incremental tweaks.
As another example, the drop in the overall employment rate means that food stamps are about to be cut back dramatically by excluding a million able-bodied adults who are not working or in job training programs -- a cut mandated by the 1996 welfare reform bill passed by Bill Clinton and repeatedly endorsed since by Hillary.
To bring about incremental change, you need to start with a bold vision, like Social Security, and then work towards it a bit at a time. But what bold vision is Hillary offering? All I hear is, "We'll never get that, so let's settle for some minor adjustments to existing programs." And that's not real change.

(29,503 posts)So you are late to the party - for example, she got in front of Congress and testified that she was an expert in women's rights because she'd traveled a lot as Secretary of State.
Big deal. Lots of people travel a lot - some MUCH more than she ever did - and that travel alone doesn't make them authorities on women's rights.
Just not the brightest thing to stand on when appearing on a national stage.
