"Bring them to heel" still helps with a certain segment of the southern white vote.

The bring them to heel was said about getting gang members off the streets. Clinton could have just said we need to get them off the streets and lock them up to stop the gang violence. But that wouldn't have provided the dog whistle for a certain segment of the White Southern population. It was a dog whistle back then when she said it and it is a dog whistle now.

The Clintons feel they have the black vote locked up through their endorsements, Morgan Freeman commercials, and the attacks on Bernie's history. The photo story was proven false but they are still pushing it as if it was true. If there is one thing that should have become obvious by now - just because something has been proven a lie doesn't mean they won't continue to repeat it, and repeat it, and repeat it. And that one photo wasn't the only fake thing floating around the web.

Because they feel they have the black vote locked up, the bring them to heel dog whistle can work to their benefit by targeting a certain segment of the Southern White vote. And the picture of Bernie getting arrest, well that can help them to with this type of voter.

Some will view the incident with the young BLM protester (Ashley Williams) as another Sister Souljah moment for Clinton (not the first of this cycle) and another chance to repeat the dog whistle for that certain class of southern whites, and an excuse for why some young black voters will not jump on the Clinton bandwagon (they just don't understand history).

Note: I've lived in the south and was continuously amazed with how it is referred to as the bible belt because some people did not act in a very "christian manner."

I can assure you that many whites (Dems included) applaud Hillary's use of that term.
