This would raise the cost of borrowing for the federal government, might hurt Wall Street bond speculators, and would probably depress the value of the dollar. OTOH, a slumping dollar would increase employment and wages.

The problem is that's as nebulous a term as back when we freaked out that "the Chinese" owned 8% of Manhattan.

The Kingdom itself owns the embassy (which is an entire block of New Hampshire Ave next to the Kennedy Center) and I think two cultural centers somewhere uptown.
