Typically it would be in reference to a poll which is not in line with other recent polls. nt

It's simply a term used to tick off people opposed to the candidate leading that poll.

I think of the Drudge Report. I don't read there anymore, but they used to run it whenever a poll was good news for conservatives or bad news for liberals.
Generally no polls shock me that much.

In the past, it meant a poll with results that differed from expectations or other polls. Now it's little more than a taunt.
