The Secretary of State would be so far removed from the procurement/contracting process that it's not funny. There might very well be some problems at the State Dept. but I assure you that the Washington Times will not be able to lay this one at the feet of Hillary Clinton. Also there is a separation of the procurement functions which involves many different people often times at different locations. Finally, the paying office is at another location, and paying offices don't make payments unless documentation required for payment are signed off on and in order. Years ago contract files were paper files. Current files are mainly electronic, although they may still originate as paper documents, they ultimately get uploaded into an electronic file system. Everyone in the procurement process has to answer to someone, and I assure you there would be many layers of bureaucrats between the Contract Specialist/ Contracting Officer and the Secretary of State.

The biggest problem to date occurred during the Iraq and Afghanistan Wars during the Bush Administration, when the Bush Administration made the decision to bypass normal contracting procedures and procure goods and services from local foreign citizens and pay for these goods and services in cash. This is not how it is normally done and millions (some say billions) in cash brought over to the region on pallets in cargo planes, went unaccounted for.

I guess it makes sense after Bernie supporters have already posted links to Fox News (including pundits like Napolitano), Breitbart, and whatever that super anti-abortion anti-gay right wing conspiracy site (complete with how Hillary murdered Vince and Ron) was that was jury hidden a couple weeks back.

Now we've got Sun Myung Moon's tabloid extravaganza, the Washington Times.
