While we're at it, let force all voting machines to scan a paper bubble sheet that is automatically saved for recounts.
Then always audit the machine count against the marked paper within a week of the election and the results aren't official until there is a hand audit of every precinct.

you have to pay the postage to mail back the ballot. The more included on the ballot the more it costs.
Here in Indiana the ballot comes postage paid.
