My guess is she liked the control it gave her. She thought it would allow her to keep the emails away from various fishing expeditions by the right, so she could just go about her business without thinking about the repercussions if an email became public.
But that is entirely a guess based on her public persona.

(32,324 posts)Certain traditional work ethics, protocols and procedures upheld with Ms Clinton at the top of State, just as employees of the Pentagon found it difficult to put up with Rumsfeld.
Maybe agencies need to be headed by people who have actually worked at those places for several decades, instead of by people whose qui pro quo with other politicians gets them appointments.
