Hillary Clinton broke email rules, bombshell State Department report says

WASHINGTON Hillary Clinton didn't comply with the State Department's policies on records with her use of a private email server, according to a blistering new report from the State Department's own inspector general that faults both Clinton and previous secretaries of State for making similar mistakes.
The report, shared with members of Congress Wednesday morning and obtained by the Daily News, says that the agency has "longstanding, systemic weaknesses" that date to before Clinton's time in office. But it blasts her for exclusively using a private email server and failing to promptly turn over that server's data to help with the investigation.
"Secretary Clinton should have preserved any Federal records she created and received on her personal account by printing and filing those records with the related files in the Office of the Secretary," the report says. "At a minimum, Secretary Clinton should have surrendered all emails dealing with Department business before leaving government service and, because she did not do so, she did not comply with the Department's policies that were implemented in accordance with the Federal Records Act."
The report is the latest email-related headache for Clinton's campaign, and contradicts her longstanding claims that everything she did was "permitted" under department rules.
