Closet non-battleground states, could they be in play in 2016?

Places were neither won by more than 10% or seriously spent $

IN, MO, MN, GA, OR, WA, maybe PA and MI

I'm guessing Obama lost ground in the those states because their overly white electorate, could those be in play for either party in 2016? Dems won most statewide races in MO but lost ground in the legislature. Gore and Kerry didn't win MN by more than 5%. I thought AZ would also be closer than MO due to the Hispanic electorate.
