These days, with wannabe handlers all around, it seems to take about a good 2 days for him to do that and move on to an emotional point where his handlers can get him to understand he's hurt himself badly and has to change course.

And, yes, he's almost certainly incapable of feeling shame, or guilt. We see that he is not a whole, normal person. He likely does feel regret--for himself, though, seldom, perhaps never, for others.
