Yes, he drew out the ess, as if to emphasize the point. In context:
"We don't make things here like we used to anymore. We're gonna start making things in OUR country. We're gonna start having the jobs be jobs that are good for OUR country. We're gonna rebuild our roads, our bridges, our tunnels, our highways, our airports, our schools and our hospitals. American cars will travel the roads. American airplanes will soar the skies and American ships will patrol the seas. We don't make ships."

The only problem with that statement is that it is not true:
U.S. Shipbuilding Industry Tops 110,000 Jobs Novemer 3, 2015
U.S. Transportation Secretary Anthony Foxx has announced updated data on the U.S. shipbuilding industry. The report, prepared by the U.S. Department of Transportations Maritime Administration, found that the U.S. shipbuilding and repair industry supports jobs in all 50 states with a total of more than 110,000 jobs nationwide and contributes $37.3 billion dollars to the national GDP.
Currently there are 124 shipyards in the U.S., spread across 26 states, which are classified as active shipbuilders. In addition, there are more than 200 shipyards engaged in ship repairs or capable of building ships but not actively engaged in shipbuilding.
U.S. Navy Shipbuilding
Navy shipbuilding is a market segment most dominated by two large corporations: General Dynamics (GD) and Huntington Ingalls Industries (HII). When the builders of the Littoral Combat Ship (LCS) are added to the five shipyards of these two corporations, we have eight shipyards building the large majority of the Fleet. These principal Navy shipbuilders construct aircraft carriers, submarines, complex surface combatants and the large auxiliary ships of the Fleet. HII's Newport News Shipbuilding and GD's Electric Boat build our nuclear class vessels. HII's Ingalls Shipyard and GD's Bath Iron Works build the destroyer class ships, and HII's Ingalls and Avondale build the amphibious warships that transport the U.S. Marine Corps. Fincantieri Marinette and Austal USA build the LCS. Finally, GD's National Steel and Shipbuilding Company (NASSCO) on the west coast, specializes in the larger, complex auxiliary and support ships as well as large commercial vessel construction.
Built in America: U.S. Shipbuilding Continues to Set the Standard
Posted by Maritime Administrator Paul "Chip" Jaenichen
I have long said that when it comes to our national security and our Nations prosperity - small shipyards play a critical role.
American shipbuilders not only ensure that our Nation can build and maintain the vessels our military needs to keep our Nation secure, smaller shipyards throughout our Nation maintain our domestic fleet that keeps essential commodities flowing and goods on the store shelves including in Hawaii, Alaska and Puerto Rico. But whats more, our Nations shipyards continue to meet or exceed international standards for efficiency and productivity in building vessels for use all over the globe while ensuring the creation and availability of good-paying jobs here at home that can support a family.
This is exactly why the Maritime Administration awarded $4.9 million in grants for capital improvements at nine small U.S. shipyards. This funding will support industrial modernizations so that our small shipyards can better compete in a rapidly changing global marketplace.

Fewer ships, fewer shipyards to build and repair them.
