My question is whether Loretta Lynch is truly Comey's boss and, if so, why did she not say a flat no to his announcing an investigation that had such obvious unprecedented ramifications? Usually, the highest administrator has the final say. Was she unsure enough to not stand by her instincts?

The reporting structure for Comey report is that he reports to John Crapper who then reports to President Obama.
The Director of the FBI is appointed by the President but must be approved by the Senate.

(11,742 posts)President Obama has no obligation to weigh in. While he is the head of the administration, he is not directly in charge of the FBI, which answers to the Attorney General and Director of National Intelligence.
It might be good for the President to put things into perspective, but it might also seem like a blatantly partisan thing to do.
I am sure that silent but sure pressure is being put on to the Attorney General and NI Director to take this in hand.
